• CMP Part 3B. Land lise Plan <br /> 18. No land will be developed unless its location and characteristics are <br /> suitable for the proposed use in accordance with this plan. Land to be <br /> developed must be of such size, character and location that it can be safely <br /> used for the intended purpose without danger to health, without peril from <br /> fire, flood or other occurrence and without undue impact upon <br /> neighboring properties. <br /> No land will be permitted to be subdivided or built upon which is held <br /> unsuitable by the City for the proposed use because of flood hazards, <br /> inadequate drainage, soil formations with severe limitations for <br /> development, severe erosion potential, unfavorable topography, <br /> inadequate water supply or sewa�e disposal capabilities, or any other <br /> feature likely to be harmful to the health, safety, or welfare of the future <br /> residents of the proposed subdivision or of the community. <br /> tiRBAI�' LAND USE POLICIES <br /> 1. The majorit� of Orono's urban area w�ill be reserved for residential <br /> land use. Orono's urban residential neighborhoods will provide the <br /> opportunity for a variety of housina types and price ran�es. Many urban <br /> residences will be � �mately associate e shoreline and will be <br /> subject ensity restrictions because of sensiti environmental <br /> con tions. Medium and Hi�h Density multi-family resid tial uses will <br /> be limite � � ansportation services, <br /> but will not be appropriate ��ithin 1,000 feet of the shoreline of Lake <br /> Minnetonka except when in close proximity fo the Navarre commercial <br /> area abuttin� CR 1� or CR 19. <br /> 2. Limited commercial areas ���ill be pro��ided for neighborhood service <br /> businesses. The primary function of Orono's commercial areas ��ill be to <br /> provide those retail, commercial and service businesses which are directly <br /> necessary to seive Orono's urban and rural residents. Commercial <br /> development will be limited to areas where full urban seivices, including <br /> municipal sanitary sewer and adequate transportation are available. <br /> Commercial development of a regional nature (i.e. "big box" retail) which <br /> would increase traffic, particularly on collector streets ser��ing low density , <br /> residential development, will be discouraged. Mixed Use Residential and <br /> Commercial Development is targeted for select traditionally commercial <br /> areas to provide a healthy base of customers for these limited commercial <br /> areas. <br /> 3. Lakeshore commercial areas w�ill be provided for public access and <br /> limited lake-user services. Orono's residents and other lake users require <br /> lake access, fishin� supplies, boat sernice and boat repair facilities which <br /> Cit�� of Orono Communit�•1�lanaaement Plan 2008-2030 Paae 3B-19 <br />
