As we agree,the foundation of the visian <br /> is the reconstruction/reconfiguration of the roadway. Upon this foundation are placed landscape <br /> treatments and pedestrian ways, Of course,fulfillment of this vision depends on resource availahility <br /> and agreement between the parties that the vision can be attained.. <br /> Scope: Project scope originates with the stated vision. As we know the state will be transferring, or <br /> turning back,jurisdiction of TH 1Z between CSAH 6 and Wayzata Boulevard in 2010. With the <br /> jurisdiction transfer,the state wi11 make state turnback funds available for the reconstructian of the <br /> highway. It is important to nate that the cities have a larger vision, with a locally defined scope of <br /> enhaneements that may be combined with the highway reconstruction into a unified project. <br /> Timing: Projects of this size are inherently of long duration. From the caunty's perspective,the <br /> reconstruction of ald TH 12 must occur within 15 years of the road's transfer to the caunty because <br /> turnback funds are tied to this limit. Please understand that a best case time frama would be seven <br /> years; however, it is highly likely it will take more time, Recognizing it is critical to confirm the <br /> vision and funding availability,the county proposes to retain consultant services in 2010 and support <br /> the visioning process through early-2012 by which time it is hoped the two City Cnuncils will adopt a <br /> vision layout of old TH 12. These services are intended to assist the parties in the review, and as <br /> necessary, modification of the cities' vision. In conjunction with the parties' layaut approval, it will <br /> be necessary for the cities to prioritize the vision fulfillment by segment. Assuming five segments <br /> are identified, it is anticipated the first segment may be placed under construction in 2015.
