Environmental Protection Plan <br /> Orono �999 2009 Local Surface Water Mana�ement Plan <br /> The City of Orono in 2002 adopted ^���������',� :��*� ��F��� �*����� �' <br /> .,...,�...,.� ..�.� Qao �n--o�� « <br /> , the City of Orono <br /> Ee�p��ker��.�e—��er���e� Surface Water Management Plan (SWMP) <br /> completed by Bonestroo and Associates. The City will concurrently with the <br /> adoption of the 2008-2030 CMP adopt an update of the SWMP. The 2009 Orono <br /> Local Surface Water Mana�ement Plan will be a separate document reviewed by <br /> Metropolitan Council and Minnehaha Creek Watershed District under the <br /> authority of Minnesota Statutes 103B.235. <br /> The maior policv chan�es from the 2002 Surface Water Mana�ement Plan relate <br /> to infiltration and water ualitv treatment for new development and <br /> redevelopment and to Orono's Phosphorus Reduction Plan (PRP). <br /> Thou�h Orono will not see si�nificant redevelopment the Cit�'s <br /> development/redevelopment goal is to seize every opportunitv to retrofit rate <br /> control, infiltration, and water qualitv treatment. While this �oal emphasizes <br /> takin� advanta�e of opportunities that present themselves. the City will also take <br /> s�ecific steps throu�h its own Capital Improvement Projects to obtain the <br /> phosphorus load reduction described within its PRP This phosphorus load <br /> reduction strate�y is mandated in Minnehaha Creek Watershed District. Orono <br /> must develop a plan to reduce phosphorus in its surface water dischar���30 <br /> pounds per vear over the 10- e�ar span covered bv the 2009 Local Surface Water <br /> Mana�ement Plan update. Consequentiv, the update focuses on potential <br /> proiects and development controls and guantifving actual load reductions from <br /> these activities. Projects that occurred since vear 2000 will be reviewed and any <br /> phosphorus reduction that �oes bevond what is otherwise required will be <br /> credited toward the 230 pound per year reduction. <br /> Orono's Local Surface Water Management Plan requires the use of functions and <br /> values assessments as a companion to the wetland delineations that ty ip cally <br /> accompany development applications. City-wide wetland inventories conducted <br /> by Orono and then the Minnehaha Creek Watershed District have determined <br /> function and values for wetlands throu�hout the City. Accordin� to its recent <br /> wetland ordinance and in conjunction with the watershed Orono stipulates <br /> buffer and treatment standards for wetlands based on these function and values. <br /> The Minnesota Pollution Control A ency has designated the Citv of Orono as an <br /> National Pollutant Discharge Elimination Svstem (NPDES) Phase II Municipal <br /> Separate Storm Sewer System (MS4) community. Orono's Stormwater Pollution <br /> Prevention Plan (SWPPP) is a permit requirement and addresses six minimum <br /> control measures: <br /> 1) Public education <br /> 2) Public involvement <br /> 3) Illicit discharge detection and elimination <br /> 4) Construction site runoff control <br /> City of Orono Community Management Plan 2008-2030 Page 3A-28 <br />
