According to Metropolitan Council, <br /> failure to have an updated local surface water management plan consistent with <br /> the requirements found in Appendix B-2 of the Council's 2030 Water Resources <br /> Management Policy Plan will result in a metropolitan system impact. <br /> Metropolitan Council has expanded the content required by statute. This <br /> expanded content is provided in Appendix B-2 of the Water Resources <br /> Management Policy Plan and is summarized here: <br /> • A strong policy statement toward nondegradation of surface water <br /> resources. <br /> • Adopting official controls that control peak runoff rates (for the 2, 10, <br /> and 100-year rainfall events) and lead to total suspended solids and total <br /> phosphorus reductions of 80% and 50%, respectively. <br /> • Preparing wetland management plans. <br /> • Including funding mechanisms that support implementation and <br /> enfarcement. <br /> • Integration of Orono's National Pollutant Discharge Elimination System <br /> � (NPDES) Municipal Separate Storm Sewer System (MS4) permit into <br /> this Local Surface Water Management Plan. <br /> • Assessment of issues and corrective actions and Orono's actions to assist <br /> in solving the issues identified. <br /> • Acknowledgement of impaired waters to which the City drains and the <br /> City's perceived role in future Total Maximum Daily Loads (TMDLs). <br /> • A capital improvement plan that relates to the issues and corrective <br /> actions. <br /> • An erosion and sediment control ordinance consistent with requirements <br /> in the National Pollutant Discharge Elimination System (NPDES) <br /> Stormwater Construction Permit. <br /> • Require infiltration of the first '/�-inch of runoff of impervious surfaces <br /> where soils lend themselves to this practice. � <br /> The synopsis of additional requirements picks those that Orono's Local Surface <br /> Water Management Plan addresses most directly.
