CMP Part 3A. Environmental Protection Plan <br /> 15. Erosion control plans and programs will be required in all land <br /> alteration projects. Each contractor will be required to minimize the <br /> probability of soil erosion on site and/or siltation damage downstream. <br /> The smallest amount of bare ground shall be exposed for as short a time <br /> as possible. Temporary ground cover will be required until permanent <br /> cover is provided. Sediment traps will be required on slopes and between <br /> construction sites and public roadways. Fill must be compacted and <br /> stabilized for permanence. <br /> 16. Erosion control Best Management Practices shall be applied to all <br /> land alteration projects. The MPCA's Urban Best Management <br /> Practices entitled "Water Quality in Urban Areas" shall be applied to the <br /> review of proposed developments to reduce non-point source pollutant <br /> loadings in storm water runoff. To implement this policy, the City will <br /> incorporate these standards and requirements in its stormwater <br /> management plan and land use controls. <br /> 17. Citizen efforts to protect and enhance the natural environment will <br /> be encouraged. The City will encourage individual citizens and private <br /> groups or organizations to be pro-active in the preservation of the <br /> environment in which they live. Activities such as reforestation, prairie <br /> and wetland restoration, buckthorn removal, minimizing use of <br /> phosphorus on lawns ��a �� a�*�rrt�r*�, establishment of lakeshore buffer <br /> strips and rain ar� dens, lake and stream trash cleanup, and other citizen- <br /> driven efforts are an important element in Orono's commitment to <br /> environmental protection. � <br /> 18. Protection and preservation of �reenwavs and open space corridors <br /> will be considered as part of the development process. The Cit.� <br /> strive to provide connectivitv between and among natural and semi- <br /> natural open spaces. Remnant natural areas will be preserved to the <br /> �reatest extent possible, and will be connected where a�propriate by <br /> �reenways that mav incorporate water resources and lar�er wetland <br /> systems, semi-natural communities, andd restoration of de�raded natural <br /> areas. Opportunities for recreation and pedestrian movement within and <br /> between �reenway corridors will be done in a manner that ensures no <br /> ne�ative impacts to sensitive natural areas. <br /> 19. New development will be required to adhere to the methods of <br /> Conservation Desi�n in order to achieve the City's environmental <br /> protection goals. New development shall adhere to the six Guiding <br /> Principles established through the Orono Rural Oasis Studv, includin� <br /> - Promotion of ecolo icallv sensitive stormwater management. <br /> - Establishment and maintenance of native ecological communities. <br /> - Establishment and maintenance of ecological connections. <br /> - Preservation and augmentation of corridor enclosures. <br /> City of Orono Community Management Plan 2008-2030 Page 3A-48 <br />
