Development Issues Review—SW Quadrant of Wayzata Blvd &Old Crystal Bay Road <br /> • Staff will be meeting with a developer who may be interested in developing this property. <br /> • Entire property includes 4-5 tax parcels. <br /> • Part of Comp Plan Update includes rural oasis conservation design which is part of how this <br /> property is guided for development. <br /> • Development issues include: <br /> o Residential density <br /> o Proximity to schools <br /> o Proximity to industrial park <br /> o Proximity to Highway 12 <br /> o Proximity to wetland complex that impacts Stubbs Bay <br /> o Staging, coordination and compatibility of development with Dumas Orchard site <br /> o Wetlands centrally located (approximately 1/3 of site) <br /> o Rural Oasis Study <br /> o Goal of no retail west of Willow Drive <br /> o Municipai sewer—downstream capacity <br /> • Comp Plan Update—public hearing probably in March with submittal to Met Council by end of <br /> July. Development of this property could have a positive effect on the Comp Plan. <br /> • Amber Woods Office Center—Phillip Carlson is working with the project again. $60,000 is still <br /> owed to city. Carlson needs to make payment to city before CO or another building permit is <br /> issued. <br /> 3. Discuss Collaborative Effort Between School District, YMCA and City <br /> • Travis Winkey has been talking with the Orono Schools Superintendent and School Board about <br /> updating athletic facilities. YMCA has been working with some schools and cities to build YMCA <br /> facilities for use by the school during the day and others in the evening. The facility would have <br /> community meeting space and be located on school property. <br /> • Council is interested in further information. <br /> 4. Update on Strategic Planning Process <br /> • Consultant will be submitting a proposal to city for approval at a March Council meeting. <br /> Planning process would begin in April. <br /> 5. Miscellaneous <br /> • March 10 work session will be cancelled. <br />
