Permit#2012-00596 <br /> 1050 Willow View Drive <br /> Dear Christine: <br /> As requested, we have reviewed the wetland boundary at 1050 Willow View Drive. We offer the following <br /> observations, comments and recommendations for your consideration. <br /> 1. I reviewed the wetland boundary in the field on August 14, 2012 and agree with the wetland boundary <br /> as marked and surveyed. The survey information will suffice in lieu of a full wetland delineation <br /> report. <br /> 2. MCWD has already been contacted about this project(as the local government unit)and stated that it <br /> does not fall under Wetland Conservation Act(WCA)jurisdiction. <br /> 3. Because this wetland is not a"native"wetland, it does not have a management level assigned. It is <br /> therefore presumed to be a management level 3 wetland. <br /> 4. Construction of a swimming pool has the potential to adversely impact the wetland which will trigger <br /> the wetland protection ordinance requirements. Therefore,the following should be considered: <br /> a. The wetland will require a 16.5 foot buffer. <br /> b. Canada thistle and turf grass were found in the wetland buffer area and are considered to be <br /> undesirable plant species. The Owner must remove these species from the buffer. In areas <br /> where turf is removed native vegetation will need to be established. MnDOT seed mix 350 is <br /> a recommended mix for upland buffer areas. <br /> c. A Landscape Plan including methods for removal and control of turf grass and Canada thistle <br /> and a schedule of native vegetation establishment should be submitted for review. <br /> d. Wetland Buffer markers should be placed at the upland boundary of the buffer edge located at <br /> lot lines, changes of buffer edge direction and spaced a maximum 100 feet apart. <br /> e. A$2,000 escrow should be submitted by the Owner to cover the cost of buffer development if <br /> not completed by the applicant. <br /> Please contact me if you have any questions or need additional information. <br /> Sincerely, <br /> BOLTON&MENK, INC. <br /> Mark L.
