ORONO PLANNING COMMISSION MEETING <br /> MINUTES FOR SEPTEMBER 15, 1997 <br /> (#2 -#2293 LGA Investment Group - Continued) <br /> Stoddard while noting what building is allowed making sense to minimize the number of lots, he <br /> does not see enough to substantiate changing the Comprehensive Plan or MUSA boundary. <br /> Hawn agreed with Stoddard. She indicating changing the MUSA boundary is against the purposes <br /> of the Comprehensive Plan. <br /> Smith agreed. She noted, however,that if the property is developed, drainage and runoff will have <br /> to be reviewed. <br /> McMillan also agreed. <br /> Berg indicated if the property was developed within the guidelines of the Comprehensive Plan, 13 <br /> lots could be considered but may not be prudent. She suggested the design be such as to not impact <br /> the area. <br /> Schroeder agreed. <br /> Schroeder moved, Smith seconded, to deny the Comprehensive Plan revision/MUSA expansion <br /> aspect of Application #2293 based on the fact it does not meet the guidelines laid out in the <br /> Comprehensive Plan. <br /> Gaffron indicated there were two phases of the application. By making the above motion, another <br /> proposal may be submitted. Smith questioned.whether it would be best to table the application. <br /> Gaffron disagreed unless there is a plan that would convince the Planning Commission that the <br /> Comprehensive Plan should be amended. Schroeder noted the problem with setting a precedent. <br /> Gaffron suggested taking action on the motion and tabling the subdivision portion of the request. <br /> Vote: Ayes 7,Nays 0. <br /> Lindquist moved, Smith seconded, to deny rezoning the property. Vote: Ayes 7,Nays 0. <br /> Lindquist moved, McMillan seconded, to table Application #2294 for street vacation and <br /> subdivision. Vote: Ayes 7,Nays 0. <br /> Lindquist noted there will be a request for an EIS in the future. Waters said an engineering study <br /> would be conducted and not an EIS for drainage. Berg suggested Waters speak with the neighbors. <br /> 13 <br />
