ORONO PLANNING COMMISSION MEETING <br /> MINUTES FOR SEPTEMBER 15, 1997 <br /> (#2 - #2293 LGA Investment Group- Continued) <br /> Gary Welch, 1214 Wildhurst Trail, said he was on the City Council when the sewering was <br /> established. He said the Council at that time was not comfortable with extending the MUSA line. <br /> He feels it would be a problem to make that change now. Welch was of the opinion that there may <br /> not be enough land for 13 lots. He voiced concern with runoff and the poor soils that exist. <br /> Bob Wolff, 4450 Forest Lake Landing, noted that the road was narrow and the subdivision <br /> development would double the use. He suggested another access be determined instead of by <br /> Wildhurst Trail with the condition of the road presently and the use of heavy equipment during <br /> construction. He cited an example. <br /> Jim Waters said 13 or 14 homes are not excessive for the property and would not significantly <br /> impact traffic. Many members of the public voiced disagreement with Waters. He noted Garden <br /> Lane could be used for access or Wildhurst Trail could be extended to the west. Homes would then <br /> be unclustered. Waters said more homes would be necessary to justify building the road. He feels <br /> it makes sense to cluster homes in order to minimize the impact and provide buffering. <br /> Waters confirmed that he would have to review the options if the Comprehensive Plan was not <br /> amended. <br /> McMillan asked Gaffron whether the park land within the MUSA and being undeveloped would <br /> change the character of the neighborhood. Gaffron said the park parcels adjacent to Garden Lane <br /> have restrictions placed on their use. The tax forfeit park parcel could include some development. <br /> He cited other areas within the MUSA,namely,Noerenberg Park, noting the City is not suggesting <br /> MUSA boundary changes. McMillan notes that this would tend to landlock the parcels within the <br /> MUSA boundary. Gaffron said it would have a negative impact on the potential for the Sollner <br /> property being an island of 1 acre lots. <br /> Bob Berklund, a resident of Wildhurst Trail, noted the drainage flow problems and recommended <br /> an environmental impact study be conducted of the area. Waters said an engineer is preparing plans <br /> and specifications for drainage, grading, and erosion control to allow for ponding away from the <br /> area. He feels the plan will not change the present situation and may even improve it. Berklund said <br /> he thought it would add more drainage problems to the area. <br /> Lindquist polled the Planning Commission regarding amending the Comprehensive Plan. <br /> 12 <br />
