LAND USE JUNE, 1980 <br /> 7 . DEVELOPMENT OR ALTERATION OF FLOODPLAINS WILL BE RESTRICTED. <br /> Most of the City ' s identified floodplains are <br /> located along the shoreline or within designated <br /> marshlands and will be protected by regulations <br /> applicable to those areas . In addition , where <br /> floodplains do exist on otherwise dry buildable <br /> land , construction , filling or alteration will <br /> be strictly controlled so as to avoid flow <br /> restrictions , to avoid flood level increases <br /> on other properties , and to avoid costly flood <br /> damage or pollution dangers . <br /> 8. NATURAL RESOURCE INVESTIGATION WILL BE REQUIRED AS PART OF ALL <br /> DEVELOPMENT PROPOSALS. This will include <br /> topographical information , soil analysis , <br /> drainage plans , vegetation plans , erosion <br /> control measures and similar site data <br /> related to each project , whether public <br /> or private . <br /> 9 . ORONO' S LAND USE PLAN WILL PROMOTE THE PRESERVATION OF OPEN SPACE, <br /> LIGHT AND AIR. Sufficient open spaces will be <br /> provided in each neighborhood and on each lot <br /> to prevent overcrowding and to ensure adequate <br /> light , air and recreation for all residents . <br /> 10. PRIVATE STEWARDSHIP OF LAND AND RESOURCES IS PREFERABLE TO INFLEXIBLE <br /> PUBLIC CONTROL. Private ownership , maintenance <br /> and stewardship of the land , including open space <br /> and many types of improvements , is favored over <br /> public ownership as being in the best and most <br /> beneficial interests of the property owner and <br /> the public , providing for more intimate , <br /> responsive and economical land management. <br /> 11. ALL LAND OWNERS MUST HAVE EQUAL LAND USE OPPORTUNITIES . <br /> No land owner should be denied the right to <br /> develop his land by any staged growth, land <br /> banking or no-growth policy , provided the <br /> development can be accomplished within the <br /> performance standards , policies and require- <br /> ments of the Community Management Plan . <br /> 12 . FUTURE DEVELOPMENT MUST ENHANCE THE COMMUNITY. <br /> Land development should respect and enhance <br /> neighboring properties and existing developed <br /> character of the neighborhood and the City , 1 <br /> preserving the value of the land and the <br /> integrity , stability and beauty of the <br /> community . <br /> CMP 4-14 <br />
