Applicant will need to deal with the utility companies regarding the necessary <br /> easements for existing lines, or move those lines to locations not needing special additional <br /> easements. <br /> Staff recommends approval of the proposed vacations in conjunction with this subdivision <br /> if it is approved, subject to review and comment by the DNR. <br /> IV. Merits of Subdivision <br /> The proposed subdivision includes 14 lots as follows: <br /> Twelve 1-acre density lots abutting a proposed public road. <br /> - Two 2-acre density lots served by an easement (not outlot) driveway. <br /> - The 2 acre lots are located in what is currently a 1 acre zone, and these 2 acre <br /> lots are proposed to be served by septic systems, for which site evaluation <br /> reports have been submitted (see diagram on sheet 4 of 5). <br /> The subdivision also includes 2 outlots as follows: <br /> Outlot A is 1.5 acres in area, abutting Highview Lane north of the DNR- <br /> interest park property. <br /> - Outlot B is the Van Sloun 4.8 acre lot abutting Highview Lane north of the <br /> tax forfeit City park property. <br /> Applicant has not confirmed his intent for Outlots A and B. Note that for park dedication <br /> purposes, 8% of 26.4 acres=2.1 acres. The Park Commission has not reviewed the current <br /> proposal and has not made a recommendation as to whether the City should require land <br /> dedication or a park fee. <br /> The following are some general comments, concerns and issues regarding the proposed <br /> subdivision: <br /> 1. Both proposed cul-de-sacs are intended to be public roads. Applicant notes that they <br /> extend no further north or west than the existing Wildhurst Trail cul-de-sac extends <br /> eastward. In the sketch plan review, it was noted that Wildhurst Trail is already <br /> excessive in length (approximately 2200' from the existing cul-de-sac to County <br /> Road 19 with no secondary access). <br /> 2. The current proposal does not include a connecting route between Wildhurst and <br /> West Branch Road, or to any other potential secondary access. <br /> 3. Outlot A is situated where it would be an added buffer to the DNR interest portion <br />
