owe° � State Fire Marshal Division <br /> 444 Cedar Street, Suite 145, St. Paul, Minnesota 55101-5145 <br /> Phone: 651/215-0500 FAX: 651/215-0525 TTY: 651/282/6555 <br /> Internet: http://Www.dps.state.mn.us <br /> � <br /> L TSTALLATION OF ABOVEGROUND STORAGE TANKS <br /> Alcohol& FOR DISPENSING INTO MOTOR VEHICLES <br /> Gambling <br /> Enforcement The 1998 Minnesota Uniform Fire Code (MUFC) allows the dispensing of flammable (Class <br /> D and combustible(Class H) liquids from aboveground storage tanks (AST) into motor <br /> Bureau of vehicles including automotive marine, and aircraft.There are predominantly two es of <br /> Criminal g � p y � <br /> Apprehension AST's that are used for this operation; one is the Underwriters Laboratories (UL) listed 142 <br /> Capita security steel AST(both single and double wall) and the other is the listed 2-hour fire protected AST <br /> that is built to UL 2085 or other nationally recognized standard. <br /> Crime Victim <br /> Services The Minnesota State Fire Marshal Division is required to conduct a plan review and <br /> Driver&Vehicle i.-ispection for both of these AST installations when dispensing flammable (gasoline', or <br /> Services combustible (diesel fuel) liquids into motor vehicles. Proposed installations will need local <br /> Emergency i approval (permit) and VIN Pollution Control Agency and/or Depanment of Natural R.source� <br /> Management% approval when necessary. Code Specialists are available at the State =ire Marshal Division to <br /> est nse anency swer any questions on these requirements from the 'Viinnesota Uniform Fire Code. Installations are only allowed when approved by the local fire chief. <br /> I <br /> State Patrol Dispensers shall be located a minimum of 10-feet from buildings and property lines. <br /> -raffic safery When the hose is fully extended, the nozzle shall be no closer than 5-'reef from building <br /> openings. The dispensers shall also be located twenty feet or more from fixed sources or <br /> ignition. This is not the only separation requirement: there are additional rules that apply <br /> for seoaration between the tank and buildings and also the tank and dispenser. These can <br /> be found onpage 3 or depenainQ on the type of tank installed. <br /> f 3. Dispensing hoses for automotive dispensing are limited to 13-feet. At marine or aircraft <br /> i fuel dispensing stations, the hoses are allowed to be 'longer. <br /> i <br /> i -SSTs shall be provided with secondary containment that will heid the volume of the <br /> largest AST within the secondary containment area. Examples include dikes, drainage <br /> control, listed double wall ASTs, and listed secondary containment built into the AST. <br /> Dispensing and fill piping shall not penetrate a dike. <br /> 5. ASTs shall be protected by spillage, and overfill as required by the local fire chief. <br /> 6. ASTs shall have vehicle impact protection, such as guard posts, to provide protection of <br /> connected piping, valves, fittings and storage tanks. When guard posts are installed, the <br /> posts shall be(1) constructed of steel not less than 4 inches in diameter and concrete <br /> filled, (2) spaced not more than 4 feet between posts on center, (3)set not less than 3 feet <br /> deep in a concrete footing of not less than 15 inch diameter, (4) set with the top of the <br /> SFMD Fact Sheet INS-FACT 1999-11 November 1, 1999 Pagel of4 <br />
