MINt7TES OF THE REGULAR ORONO PARK CONIMISSION <br /> MEETING HELD ON SEPTEMBER 2, 1997 <br /> (#5 - Open Space Plan - Continued) <br /> McDermott noted that the attachment to the August minutes should be read and reviewed. <br /> He noted the rural characteristics are the most controversial and goals should be general. <br /> Wilson said specific recommendations should naw be made. <br /> llse asked about the idea for a community park. McDermott indicated that the citizens <br /> survev sh�wed that to be low on the nrioritv list. <br /> The need to justify the parcels for open space was discussed. Beal questioned if that can <br /> be done, whether the issue is then one of acquisition. McDermott said if Council agrees, <br /> the need for a park in the northwest corner of the city should be shown. He noted there <br /> was otherwise no master plan for parks. <br /> Wilson asked that Commissioners review the map of open space. She asked if there was <br /> any areas that draw attention. <br /> McDermott noted a parcel on CoRd 15 from Wayzata after Ferndale Marsh, east of <br /> Orono Orchard. He indicated the land makes a nice buffer. He was informed that the land <br /> was privately owned. <br /> Wilson indicated the need to look at large undeveloped areas and questioned whether any <br /> of these areas should be flagged in order to eliminate bit-by-bit development. Beal <br /> suggested approaching land owners regarding the future of their properties. McDermott <br /> su��ested small nei�hborhood parks be included in small lot developments, and if lar�e <br /> developments, include an open space area. <br /> Welles suggested the process be reviewed before looking at specific pieces. McDermott <br /> clarified how it works. He said parcels should be identified and determined if they meet <br /> criteria. Welles said he feels the reasor�ing for identifying properties is missing. <br /> Wilson asked if a work session should be held or meeting of the committee to determine <br /> the justificatians. <br /> McDermott suggested the use of quadrants with basic reasoning for area needs. Welles <br /> sa,id a recommendation for a preliminary phase or suggestion could then be made. <br /> Wilson said once the parcels have been reviewed, a work sessian can be set with Council. <br /> She asked the Commissioners to drive the areas and familiarize themselves with the <br /> parcels. She asked that all Commissioners verify that they have the information that was <br /> provided at the Au�ust meetin�. Welles said Van Zomeren mailed out the information. <br /> Any suggestions should then be noted. <br /> io <br />
