MINUTES OF THE REGULAR ORONO PARK COMMISSION <br /> MEETING HELD (JN APRIL 7, 1997 <br /> (#10) L(JV4rRY WOODS ACCESS <br /> Gappa said Moarse is working on the access issue. The property owner is not interested <br /> in granting an easement for access on the triangular piece of property but is interested in <br /> selling the land. The cost for purchasing the property is a concern. Wilson encouraged <br /> Gappa to continue working on gaining access to Lowry Woods. <br /> (#il) COUNTY PLANS ON B1KE TRAIL COIVTPLETION <br /> White was not in attendance to discuss this item. Gappa indicated the trail is scheduled to <br /> be completed by Baker Park by Hennepin Parks this summer. <br /> (#12) ANTOINE PARK FINAL COSTS AND LAYOUT <br /> The park improvement layout was reviewed. Plan A will allow the flat area in the park to <br /> remain for other uses. The plan calls for a bituminous path for handicap access as well as <br /> a transfer station. Colors for the equipment have not been determined. The committee <br /> will review colors. <br /> Beal inquired about the building demolition. Gappa indicated it will be reviewed by the <br /> Council. The Park Commissioners asked that the cost of demolition be from City <br /> operating funds and not from Park Dedication. The Council will review the park <br /> improvem�nts and building demolition as separate issues at the upcaming Council <br /> meeting. <br /> Gappa reviewed the costs for the park improvements. The cost of grading at a 1% grade <br /> is $5,100. This cost includes the path. The cost of pea rock will be about $2,000. <br /> Drainage will be controlled with use of a swale. It was suggested a small 6" wall be <br /> constructed. Gappa said sloping the land would have the same effect with less cost. <br /> Beal inquired about tree toss. Gappa said only a couple trees would be lost. A large <br /> cottonwood will be removed but it is in poor condition. <br /> Kelley voiced concern over the use of the path by children on bikes. He said the children <br /> would them continue riding their bikes out onto Fagerness Point Road. He suggested the <br /> parking be provided on Corral. Gappa said there will be parking cut into the park. Wilson <br /> indicated it was the neighbors preference for parking where placed as proposed. Gappa <br /> and Wilsan will review this issue during their tour of the park on Wednesday of tl�is week. <br /> Gappa suggested possibly moving the handicap path and constructing a handicap parking <br /> stall. Kelley also questianed whether the grading from the demolition would be at the <br /> same level as the rink was maintained. Gappa said some fill would be added. The base of <br /> the building's foundation will be left. McDermott asked Gappa to review whether there <br /> was any historical value to the building. <br /> 7 <br />
