MINUTES OF THE REGULAR ORONO Pt�RK CQMMISSION <br /> MEETING I-�LD �I�1 APRIL 7, 1997 <br /> (#6) BUDGET REPORT QN PARK DEDICATION - BIKE TRAIL COST TOTAL <br /> Gappa noted the memo reports some historical background to the bike trail regarding <br /> financing. The trail was originally intended to be funded from MSA funding. This was <br /> changed due to needs for the funds elsewhere. The cost was then determined to come <br /> from Park Dedication Fund with cost sharing with Hennepin Parks. The City will <br /> complete the bike trail to CoRd 6 and Hennepin Parks is to complete the trail into Baker <br /> Park. Their portion is projected for construction this summer. <br /> Gappa reviewed the Park Dedication Fund. The balance at the end of 1996 is $212,]23. <br /> During 1997, the remaining portion of the trail will be completed. Park improvements will <br /> be performed at Antoine Park including demolition of the buildings and new playground <br /> equipment. The City should be reimbursed manies from the bike trail cost and from Saga <br /> Hill park land. With projected fees collected in 1997, grant reimbursements, and <br /> improvemants noted, the park fund balance is projected at $130,623 on 12131J97. <br /> McDermott questioned the school district's involvement regarding the trail portion from <br /> the teen center to CoRd 6. Gappa said he was not aware of any cost sharing. McDermott <br /> indicated the Commission has only recommended payment for the trail to the teen center. <br /> Ilse noted a fall referendum far the school district may change the dynamics of this issue if <br /> a new middle school is built. <br /> Kelley inquired about the status of the trail on the south side af Hwy 12. Gappa indicated <br /> agree�nents have been reached and are currently being finalized. He said the contract bid <br /> for the remaining portion of the trail was conducted in 1996, and the contractor, Buffalo <br /> Bituminous is awaiting weather conditions. <br /> Wilsan expressed her appreciation for the report. The information will aid the <br /> Commission with their budgeting in the future. Wilson asked Gappa to continue updating <br /> the report. Gappa said the factual information was obtained from Tom Kuehn. Gappa <br /> said he would keep the information updated. Wilson asked that the infarmation be <br /> reviewed by the Commission on a regular basis. <br /> Ilse asked when the grant reimbursements should be received. Gappa said he would ask <br /> Moorse_ <br /> Wilson �uestioned the cost associated with Lowry Woads. It was her belief that the land <br /> was purchased for $l from the Nature Conservancy. Gappa was asked to check further <br /> into this issue. <br /> ; <br />
