MINUTES OF THE REGULAR ORONO PARK COMMISSIDN <br /> MEETING HELD ON APRIL 7, 1997 <br /> (#3) #2218 JYLAND DEVELOPMEIYT, IN�C., 1185 HUNTER DRIVER, <br /> PRELIMINARY SUBDIVISION III <br /> Van Zomeren provided information regarding the 4-lot Class III subdivision. Rick <br /> Carlson of Jyland asked if the $250 paid by Mr. Corwin in 1978 would be applied against <br /> the Park Dedication fee paid under this application. Carlson indicated the ordinance <br /> stipulates a reduction should occur in the amount charged. Van Zomeren said she would <br /> research it. <br /> Van Zomeren reported the 18 usable acr�s of raw land has been determined to have a <br /> market value of$324,000, which would equate to a park dedication fee of$25,920 (8%). <br /> The Commi�sion discussed how the fee is determined. <br /> Mark Gronberg questioned whether there was a trail plan along Hunter Drive. It was <br /> noted that Medina has a trail plan for alang Tamarack. The bike trail map was reviewed. <br /> Wilson and the Park Commissions informed Van Zomeren that the Commission <br /> recommended the fee be collected instead of land taken for a future trail. <br /> Gronberg informed the Commissioners that the subdivision originally was for 7 lots but <br /> due to wetlands, it resulted in a 4-lot subdivision. He questioned the amount of usable <br /> acres and whether other wetlands should be deleted from the figure above that of Orono <br /> designated wetlands. McDermott said he believed the $18,000 per acre figure took into <br /> account the quality of the land being considered citing examples of the cost of lake share <br /> acreage. Van Zameren said the City Assessor used comparables (Hollander property) and <br /> had suggested his figure was on the lower end of the scale for the property. McDermott <br /> informed Gronberg that the Commission only makes the recommendation for whether the <br /> Park Dedication fee should be in cash or in land and any changes to how the fee is <br /> determined should be taken up with the Council. <br /> Beal asked Carlson what consideration has been taken for tree replacement. Carlsan <br /> indicated that because of the reduction in the number of lots, less trees will be rernaved. <br /> He indicated they were in favor of maintaining whatever trees possible. Gronberg <br /> informed Beal that the o�ly large trees removed will be for the construction of the <br /> roadway. <br /> Gronberg informed McDermott of the types of wetlands and their designations. <br /> 2 <br />
