MINUTES OF THE REGULAR ORONO PARK COMMISSION <br /> MEETING HELD ON APRIL 7, 1997 <br /> (#18) NEW BUSINESS <br /> V�ilson indicated the applicant in the�ullerton application is protesting the Park <br /> Dedication Fund Fee. The Council is further considering this issue. A future cap on the <br /> fund may be a possibility. Van Zomeren said she is awaiting further information from City <br /> Attorney Radio. The application is in the preliminary plat phase. Council has suggested a <br /> possible recommendation to hold up the preliminary plat phase until this issue is decided. <br /> The applicant's attorney, Mr. Winston, has supplied a list of Park Dedication Fund fees <br /> and any limits to that fee callected by other cities. <br /> The Park Commission discussed the Park Dedication Fund fee. Van Zomeren suggested <br /> that a developer had wondered about the possibility of taking 8% of the tax valuation af <br /> the subject property rather than basing it on market value. The ordinance is currently <br /> based on the fair market value of the raw, undeveloped land. The question arose whether <br /> all cities have caps placed an the fee amount. Discussion was alsa had regarding the fee <br /> based on the number of lots and use. Gappa indicated the objection in the Fullerton <br /> application regarded the subject property as having a lesser impact than would occur on a <br /> number of smaller lots. <br /> McDermott asked the Commissianers to review the latest revision to the Park Master Plan <br /> Inventary and submit any corrections to him. <br /> McDermott noted a new park designated on Chevy Chase. <br /> Ilse said the school district is awaiting the park plan.
