ORDINANCE NUMBER 182 , SECOND SERIES <br />AN ORDINANCE AMENDING SECTION 2.06 <br />OF THE ORONO MUNICIPAL CODE <br />The City Council of the City of Orono ordains: <br />SECTION 1. Ordinance Amended. Ordinance Section 2.06 is hereby amended and the following <br />language substituted in its place: <br />SEC. 2.06. CITY ADMINISTRATOR. <br />Subd. 1. Position Established. The position of City Administrator is hereby <br />established. <br />Subd. 2. Appointment and Removal. The City Administrator shall be appointed <br />by the Council for an indefinite term. He shall not be removed except by affirmative action <br />taken by the Council twice at two regular meetings held within sixty days. The action taken <br />at the first such meeting shall be an expression of intent to vote thereon at the second such <br />regular meeting not to be held sooner than ten days thereafter. If, at any time after the <br />Administrator has completed six months of continuous service, the Council takes such <br />action, the City Administrator may within thirty days after written notice of removal, request <br />a public hearing which the Council must grant and which must be started within thirty days <br />after the request. <br />Subd. 3. Qualifications. The City Administrator shall be selected solely on the <br />basis of the person's executive and administrative qualifications with special reference both <br />to experience, formal education, as well as knowledge of accepted practices pertaining to the <br />duties of the office. <br />Subd. 4. Duties. The City Administrator shall be the chief administrative <br />officer of the City and shall be responsible to the Council for the proper administration of <br />all affairs to the City and to that end shall have the power and shall be required to: <br />A. Supervise the administration of all Departments, offices and <br />divisions of the City except as otherwise provided by law and carry out any other <br />responsibilities placed under the Administrator's jurisdiction by this Chapter or by <br />subsequent Council action. The Administrator shall interview and screen all prospective City <br />employees as permitted by law and may make recommendations to the Council before the <br />Council makes any appointment. The Administrator, with the concurrence of the Council, <br />shall appoint Department Heads who shall be responsible and accountable to the <br />Administrator. All personnel shall be responsible and accountable to the Administrator. The <br />
