To consider an amendment to the Comprehensive Plan by expanding the MUSA <br />boundary for the Wayzata Country Club. <br /> <br />2. Background The Wayzata Country Club received approvals to construct two new maintenance <br />buildings earlier this month. The Club proposes to connect one of those buildings to the sanitary <br />sewer system, to do so, an amendment to the Comprehensive Plan must be approved, specifically <br />an adjustment to the Metropolitan Urban Service Area (MUSA), as shown on Exhibit E. <br /> <br />The Club proposes bringing their 148 property into the MUSA. There is no proposal to change <br />the zoning or the guided land use. The Club does not propose further development if its property. <br /> <br />The expansion of the MUSA will not have an impact on the city’s density calculation because the <br />subject property is guided Park, Recreation, and Open Space, as confirmed by Met Council staff <br />(Exhibit D). <br /> <br />3. Planning Commission Vote and Comment. The Planning Commission held a public hearing on <br />the issue on September 16. Their draft minutes are attached as Exhibit C. One commissioner <br />questioned whether the property could be served by septic; while it could, it is the property <br />owner’s preference that it be served by municipal utility. The Commission supported the request <br />with a vote of 6-0. <br /> <br />4. Public Comment. No comments for or against the proposal have been received. <br /> <br />5. Staff Recommendation. Staff recommends approval of the Community Management Plan <br />amendment as proposed. <br /> <br />COUNCIL ACTION REQUESTED <br />City Council should review the approval resolution and adopt or amend. <br /> <br />Exhibits <br />A.
