The plan indicates <br /> 145 underground parking stalls and 192 surface parking stalls, for a total of 337 stalls. The <br /> building's underground parking area will be accessed via two entrances, one on the west side and <br /> one on the south side of the building. Access to the site will be via development of a new road <br /> within proposed right of way. This road is proposed to be public, and includes a cul de sac. This <br /> road will intersect with Wayzata Blvd W in the same location as was originally contemplated. <br /> The applicant has proposed elevation drawings of a building which show a three story building <br /> with balconies/decks. The building is long and narrow with two shorter ends. <br /> The elevations provided (Exhibit C) appear to have been developed for the preliminary plat <br /> proposal,staff understands the elevations are offered to get a sense of materials and character. Final <br /> plans for the building will need to be developed for the preliminary plat. <br /> LOT ANALYSIS <br /> The subject property is currently RR-1B, and guided for urban medium density residential (3-10 <br /> units per acre. The site plan notes a zoning of RPUD. This official change will occur at the final <br /> platting of a project approved by the City Council. <br /> The plans are based on an eventual zoning of RPUD, as the other development plans have. The <br /> proposal would require an amendment to the Comprehensive Plan, due to the land use density <br /> guidance. <br /> The regulations related to RPUD development is found in Division 11 of the Orono Zoning Code, <br /> and include certain minimum standards in section 78-626.
