To: Chair Ressler and Planning Commission Members <br /> Dustin Rief, City Administrator � <br /> L <br /> toe4k£S H 00" <br /> From: Jeremy Barnhart, Community Development Director <br /> Date: October 21, 2019 <br /> Subject: #LA19-000078, LakeWest Development, 3245 Wayzata Blvd W, <br /> Sketch Plan review <br /> Application Summary: The applicant is seeking sketch plan level input on a proposed multi <br /> story, 158 unit attached family dwelling structure to be located at 3245 Wayzata Blvd. This <br /> project would replace previously approved Eisinger Meadows. <br /> Staff Recommendation: While no formal action is required, this memo will serve as a <br /> foundation for the Planning Commission's discussion with the applicants outlining potential <br /> issues for discussion to be addressed prior to submission of a formal Preliminary Plat application. <br /> Planning Department Staff requests feedback on the following issues: <br /> Density, including the balance of the property <br /> Building Design <br /> Private Recreation area improvement <br /> Screening/landscaping <br /> Covered Parking <br /> Background <br /> In July 2016, the City Council approved the preliminary plat for Eisinger Meadows, a 27 unit <br /> residential subdivision(case no. 16-3822). The homes were arranged in a detached townhome style <br /> along a single private street. The Final Plan has not been filed,two extensions have been approved. <br /> The preliminary plat is still valid after being extended. <br /> In 2018, sketch plan support was offered for the development of an apartment building (case no. <br /> LA18-79)on the vacant land south of Eisinger Meadows, land previously used as a landfill. In the <br /> development of the corresponding preliminary plat application, the applicant's refined cost <br /> estimates exceeded previous expectations,and is currently exploring other options for development <br /> of the area. <br /> The primary purpose for this sketch plan review is to understand the Planning Commission and <br /> City Council's appetite for adjusting the land use from urban medium residential to High density <br /> residential. <br /> Sketch Plan Review Parameters <br /> The goal of this review is to provide the applicant with an overview of the pertinent City ordinances <br /> and how they affect the proposed plat,and to discuss the strengths and weaknesses of the proposal. <br /> The"Summary of Issues for Consideration" reveals a number of issues with the proposed plat and <br /> should provide direction to the applicants regarding the proposal. Planning Commission should <br /> review each topic and identify any issues to which the applicant should pay special attention. <br /> As a sketch plan review, any comments or suggestions to the applicants are non-binding but will <br /> be extremely helpful as the project moves forward. <br />
