City of Orono <br />Request for Proposal — Professional Legal Services <br />4. Provides a detailed description of the services performed, including a clear <br />identification of the subject of the service, such as a file number, address, <br />or other clear identifying information. <br />5. States the fees for those services. <br />6. Organizes billing for general corporate work by department, type of <br />services, and/or project. <br />7. Itemizes all associated costs and expenses related to the services performed. <br />If another billing format will be proposed, please describe that format and <br />provide a sample. <br />IV. GENERAL MUNICIPAL LEGAL SERVICES REQUIREMENTS <br />Scope of Work: The services relating to municipal legal services shall include, but <br />are not limited to the following: <br />A. Attendance at all City Council meetings, and other City board, commission, or <br />committee meetings as requested by the City Council or City Administrator. <br />B. Drafting and review of ordinances, resolutions, and correspondence as requested. <br />C. Careful review of all Council and Planning Commission agenda items and minutes. <br />D. Meetings and/or telephone conversations with and advising Mayor, Council <br />members, City Administrator, Department Managers, and other staff on general <br />legal matters. <br />E. Review of municipal contracts, including contracts for public improvements, joint <br />powers agreements, construction, purchase of equipment, and the like. <br />F. Representation of the City in the acquisition of properties for public improvements, <br />easements, parks, and the like. <br />G. Representation of the City in condemnation proceedings for public improvement <br />projects, etc. <br />H. Representation of the City in matters related to the enforcement of city building, <br />housing, and zoning codes. <br />I. Representation of the City in employment related issues, labor negotiations, <br />arbitration, administrative hearings, and in litigation involving same. <br />5 1 P a g e <br />
