CITY OF ORONO <br />RESOLUTION OF THE CITY COUNCIL <br />NO. <br />A RESOLUTION <br />GRANTING PRELIMINARY APPROVAL OF <br />AMENDMENT #1 OF THE <br />ORONO 2040 COMMUNITY MANAGEMENT PLAN: <br />4400 DEERING ISLAND <br />FILE #LA19-000047 <br />WHEREAS, the City of Orono (hereinafter "City") is a municipal corporation <br />organized and existing under the laws of the State of Minnesota; and <br />WHEREAS, in June 2019 the Orono City Council adopted the 2040 Orono <br />Community Management Plan (hereinafter "CMP" or "the Comprehensive Plan") to provide <br />for the orderly development of the City, in compliance with the Metropolitan Land Planning <br />Act of 1976 and Minnesota Statutes Chapters 462 and 473; and <br />WHEREAS, the Comprehensive Plan identifies areas within the Municipal <br />Urban Service Area (MUSA); and <br />WHEREAS, the Comprehensive Plan contemplates the expansion of the <br />MUSA boundary from time to time through developed priorities; and <br />WHEREAS, the property addressed as 4400 Deering Island (PID 18-117-23- <br />31-0001), an island in Lake Minnetonka, requests expansion of the MUSA boundary to <br />incorporate the island; and <br />WHEREAS, this request was reviewed as Land Use Application LA 19 - <br />000047); and <br />WHEREAS, in light of the above application the Orono Planning Commission <br />pursuant to published and written notice held a public hearing on July 15, 2019 and on a vote <br />of 6-0 recommended that the 2040 Community Management Plan be amended to expand the <br />MUSA boundary to include 4400 Deering Island; and <br />WHEREAS, the impact on Metropolitan Councils density calculations are <br />negligible, changing the predicted density of the urban area from 4.16 to 4.11 units per acre; <br />the average density remains higher than 3.0 units per acre; and <br />WHEREAS, it is anticipated based on calculations by City that this property <br />Pagel of 2 <br />
