Purpose. To consider an amendment to the Comprehensive Plan by expanding the MUSA <br />boundary. <br />2. Background The applicant, on behalf of the property owner, requests incorporation of 4400 <br />Deering Island into the City of Orono's Municipal Urban Service Area (MUSA). This <br />designation would allow the property to connect to sanitary sewer services. The City of Mound <br />would provide the connection and treatment of the sanitary sewer. <br />The Comprehensive Plan does contemplate the expansion of the MUSA boundary, via 6 <br />priorities. The subject parcel appears to satisfy the IIt priority, as the island is completely <br />surrounded by the lake. Full analysis is provided in the attached Planning Commission staff <br />report. The Council most recently expanded the MUSA for the 1003 Wildhurst property, citing <br />that parcel's proximity to the Lake, as part of the 2040 Comprehensive Plan update. <br />Expanding the MUSA to include the subject parcel does not suggest or imply an expansion or <br />increase of density. No changes to the land use or zoning are proposed with this application. <br />3. Planning Commission Vote and Comment. The Planning Commission held a public hearing on <br />the issue on July 15, 2019. The Commission supported the request. With a vote of 6-0. <br />4. Public Comment. No comments for or against the proposal have been received. <br />5. Staff Recommendation. Staff recommends approval of the Community Management Plan <br />amendment as proposed. <br />COUNCIL ACTION REQUESTED <br />City Council should review the approval resolution and adopt or amend. <br />Exhibits <br />A.
