_ J <br /> -3- <br /> what if the tank is permanently closed in place? <br /> Some USTs may be permanently closed in place if the tank cannot be easily <br /> excavated and approval is obtained from both the state fire marshal and the <br /> local fire marshal. Measurements for petroleum contamination are still required <br /> for these tanks. A minimum of two soil borings should be conducted within the <br /> tank basin of each tank, regardless of size. This may require conducting <br /> borings inside a building. Angled borings which extend under the tank also are <br /> acceptable. All soil borings should extend to the water table or five feet <br /> deeper than the base of the tank. One soil sample should be obtained from the <br /> bottom of each soil boring. Exceptions to these requirements or alternative <br /> investigation methods may be allowed by MPCA staff on a site specific basis. <br /> Can I backfill the tank basin or replace the tank before I get the laboratory <br /> report for the soil samples? <br /> If there is no visible petroleum contamination or petroleum odors below the tank <br /> when the tank is excavated, go ahead and backfill the excavation or replace the <br /> tank. However, if contamination is identified in the samples, some additional <br /> investigation and cleanup including soil borings through or near the previous <br /> tank basin may be required. If visible contamination or odors are present <br /> beneath the tank, it should be reported immediately to the MPCA as a release. <br /> Do I have to report an UST closure? <br /> The federal UST rules require that the MPCA be notified 30 days before closure <br /> of a tank. Notification of a pending closure may be made by phoning the MPCA at <br /> 612/643-3415 or 612/643-3412. In addition, state statute requires that an UST <br /> notification form must be submitted within 30 days after closure or replacement <br /> of an UST for all tanks covered by the federal UST requirements and for all <br /> heating oil USTs with a capacity over 1100 gallons.
