ORONO PLANNING COMMISSION MEETING <br /> MINUTES FOR APRIL 19, 1999 <br /> 14. #2482 SPRING HILL GOLF CLUB, 725 SIXTH AVENUE NORTH -CONDITIONAL USE <br /> SI PERMIT, 8:43 p.m. -8:57 p.m.—(cont.) <br /> Smith commented she does not want to see this caretaker house be utilized as a hotel for <br /> overnight guests of the golf club. <br /> Stoddard remarked that the City would not be in a position to regulate the use of the structure unless <br /> complaints are received. <br /> Schroeder stated the use of the structure is governed under Section 10.20, Subd. 3(G),which allows <br /> for domestic employees or their non-paying guests. Schroeder noted that this was a small <br /> structure and would not be able to house many occupants. <br /> Lindquist commented he does not have a problem with this application. <br /> Smith inquired whether the Planning Commission wanted to establish this structure as a guest house <br /> in the event that the golf course experiences more growth over the years. <br /> Johnson stated the Golf Club has provisions in its by-laws regulating the growth of the club, and that <br /> they are interested in providing some lodging for a caretaker. <br /> Smith stated she would like this issue to be revisited if the use of the caretaker house should change <br /> in the future. <br /> Gaffron stated the conditional use permit does give the City control over the use of the structure and <br /> requires the Applicant to come back if the use of the structure changes. <br /> IllHawn commented from the audience that this house will not accommodate many guests. <br /> Stoddard stated in his view the standard language would be sufficient in this situation and that <br /> further restrictions are not necessary. <br /> Schroeder moved, Stoddard seconded, to recommend approval of Application #2482, <br /> Spring Hill Golf Club, 725 Sixth Avenue North, allowing a Guest House Conditional Use <br /> Permit as defined in Section 10.20, Subdivision 3(G), and further subject to the other <br /> conditions outlined in the April 14, 1999 Planner's Report. VOTE:Ayes 4, Nays 1, Smith <br /> Opposed. <br /> Smith stated she was opposed to this application because she would like to see the provision <br /> included which would require the Planning Commission to review the conditional use permit before <br /> the use of the structure is changed. <br /> (Hawn returns to the Planning Commission at 8:58 p.m.) <br /> 9. #2473 MATTHEW B.
