9 <br />0 <br />MINUTES OF THE ORONO PLANNING COMMISSION <br />MEETING HELD ON OCTOBER 20, 1997 <br />( #4 - #2294 LGA Investments - Continued) <br />Patty Affeldt, 4765 Tonkaview Lane, said she has seen berms and irregularities to the <br />property that warrant concern, as they may suggest historic sites, and asked the <br />Commission to further review the property. <br />McMillan asked if the grading would be more extensive due to the control of the drainage <br />to the north. Ken Adolph said slightly more grading would occur than usual in the area <br />of the roadway due to the flows in that area. Gaffron informed McMillan that no CUP <br />was required. She was also informed that no other variances were required except for the <br />question of the curve radius. As a side point, McMillan informed the members of the <br />audience that she too received the information packet on October 17. <br />Schroeder noted the relationship with the erosion and drainage problems with the <br />development already existing in the area. He stated this development has not caused the <br />problem and may help the situation. <br />Gaffron reported that the neighborhood was developed lot by lot, not as a subdivision, <br />and constructed before stormwater controls were developed or required for subdivisions. <br />He said the last residence built was required to install a small pond basin which is an <br />usual request for an individual lot. The property owner agreed there was a need for the <br />pond and accepted it. Gaffron noted areas where such ponding will occur to help solve <br />the individual drainage problems. The comprehensive plan shows a conceptual <br />stormwater plan for ponding in the upper and lower areas. <br />Hawn was informed that the application will be reviewed by Council November 10 but <br />additional information is required before that review. <br />Hawn asked when stormwater calculations could be provided for public review. Adolph <br />said the information needs to be included in the permit application to the Watershed <br />which is submitted typically after preliminary approval is received from the Planning <br />Commission. Adolph confirmed that the calculations would be provided prior to the <br />Council meeting. <br />Schroeder suggested the Saga Hill Society contact the State regarding possible historic <br />sites suggested by irregularities in the property. Schroeder said an EAW would not look <br />for such irregularities. Hawn suggested an expert review the property. Hawn said the <br />process of such review can be lengthy. Affeldt said she felt there were other issues of <br />concern. Berg suggested that Affeldt have an expert investigate the possibility of Indian <br />burial mounds without the EAW process. <br />14 <br />
