• <br />MINUTES OF THE ORONO PLANNING COMMISSION <br />MEETING HELD ON APRIL 21, 1997 <br />( #14 - #2209 Spring Hill Golf Club - Continued) <br />Crosby said they agreed to grant easements over property in Medina and would do the <br />same with Orono. He indicated he also has discussed possible backup onto the Krueger <br />property and plans on obtaining easements. Braman said the water flow rates would be <br />maintained or lower indicating the water quality would be improved as it leaves the site. <br />Commissioners agreed 6/0 in favor of Staff recommendation. <br />(H EE - 2 Wetlands) Gaffron indicated the applicant has met with Mr. Kreger regarding <br />wetland # 17 impoundment. They have agreed to construct a weir that is changeable. <br />Braman said the water level should be raised by 1. As part of the developers agreement, <br />if that does not occur, a stop block could be removed for a 75 -80% flow maintenance. <br />Kreger said he was satisfied if the conditions are written into the developers agreement. <br />If the flow does not occur, Krueger does not want to have to go through a complicated <br />review process but simply correct the problem. Gaffron said this could be done but would <br />require MCWD approval. <br />Commissioners were polled 6/0 in favor of Staff recommendation. <br />(I E -3) Water Quality - Gaffron reported that the City Engineer has reviewed the water <br />• quality assumptions used in the applicants report and has preliminarily indicated some <br />concern with the total reliance on NURP ponds for water quality management. The <br />concern is that nutrients in golf course runoff are soluble and may tend to not settle out <br />but be discharged. One way to reduce this concern is through mowing and removal of <br />clippings. The Engineer has also requested additional information regarding the types of <br />turf grasses to be used. This information has been provided along with a proposed turf <br />management program to reduce the amount of excess nutrients leaving the site. <br />Gaffron indicated he has not reviewed this information with Marshal Braman. It also <br />requires review through the MCWD process. <br />Staff recommends withholding of approval on the water quality issue pending further <br />recommendations from the City Engineer and MCWD approval. Commissioners agreed <br />with Staffs recommendation. <br />(IMF.-4) Hardcover Calculations - Gaf&on indicated the calculations for the site are <br />within the City hardcover ordinance. <br />(IIIF) Septic System - Ken Adolf of Schoell and Madson reported that another site is <br />being considered for the septic system for the maintenance facility. The rest station and <br />maintenance facility were originally planned to share a drainfield. They will now be <br />separated. This will result in a reduction to the size of drainfield allowing it to fit east of <br />the maintenance facility. <br />21 <br />
