PLANNING COMMISSION MINUTES, OCTOBER 16, 1974 <br />A legal representative spoke for T.M.G. <br />Investment in an application for a subdivision. <br />Lthrie read a letter from Hennepin County High- <br />way Department, dated October 1, 1974, stating <br />intent to carry County Road #6 through this <br />property in the future. The representative <br />stated this was a surprise to him. Members <br />felt that before any further study of this plat <br />could be made, the owners should dedicate a <br />right of way.through this property. <br />Members felt that since this was a revised <br />plat for Cheyenne Land Company, Orono Orchard <br />Road and Wayzata Boulevard, this should be <br />placed on the Village Council agenda for another <br />referral to the Planning Commission. <br />Russell Lund represented himself in the matter <br />of a 140' short -wave antenna constructed <br />without a building permit. Mr. Lund spoke <br />15 minutes in technical terms on the rationale <br />for a 140' antenna. I have asked him and he <br />has agreed to send me a letter to be a matter <br />of record on his reasons, as it is extremely <br />difficult for a layman to take minutes on a <br />.atter.as technical as this. Messrs. George <br />Johnson, Willard Hurr, and Gabriel Jabour appeared <br />in opposition to the antenna stating that if we <br />have height restrictions, they should be <br />enforced. <br />Van Nest moved, Elliott seconded, that this <br />be tabled for further study and'that a committee <br />of three be appointed to make a special study <br />group to accomplish this. Volunteering were: <br />Kallestad, Curtis and Hake. Motion, Ayes (7) - <br />Nays (0) . <br />John Holmquist represented Samuel Marfield in <br />his application to grade in the 75' lake setback. <br />He showed new plans showing the removal of two <br />mature trees instead of three and a diversion <br />of runoff to the existing marsh instead of the <br />lake. Van Nest asked Mr. Holmquist what the <br />purpose was for the application and was notified <br />it was for the explicit purpose of improving; <br />acco» to the lake and improve the walk -out site. <br />Members felt the impact of work being done on the <br />environment was not in line with benefits received <br />and there was no demonstrated hardship shown. <br />Gasch moved, Van Nest seconded, that denial <br />be recommended.
