VILLAGE OF ORONO <br />'Public Hearing before Planning Commission, 7:30 P.M. <br />August 26, 1974 <br />The'Planning Commission met on the above <br />date with the following members present: <br />Chairman Guthrie, Curtis, Elliott, Gasch, <br />Hake, Kallestad, and Pesek. Absent: <br />Kullberg and Van Nest. Also present: <br />Mayor Searles and Councilman Paurus. <br />Guthrie stated that all municipalities were PUBLIC HEARING <br />required to hold a- public hearing at the Comprehensive Guide Plan <br />completion of the Comprehensive Plan then <br />vote on recommendation. Then the Plan is <br />forwarded to the Village Council for approval. <br />From there it goes to the Metropolitan Council <br />for review and recommendations, which could <br />take from 30 -60 days. The Plan is based on <br />} two reports by Brauer & Associates, one based <br />on a series of seminars, the other on a <br />general survey of Orono. It was meant to be <br />a simple, readable complete policy statement <br />based on the best thinking of today to make <br />j a reasonable package. There also could be <br />future unforeseeable things that could <br />r 7 "' "change thp, policy. -* This would be done when <br />necessary. <br />Mayor Searles and Chairman Guthrie now <br />commenced reading the Plan and invited <br />comments from the audience. When the <br />estimated population growth was read, the <br />.question was asked if major shopping centers, - <br />as Ridgedale, would not have an impact on <br />growth as projected. Searles stated it <br />i` `definitely could be a factor. When the <br />need to retain wetlands was read, Ray South - <br />worth asked if there was a clear definition <br />of wetlands. Searles stated the geodetic <br />map used could be somewhat obsolete but when <br />new development takes place, both the project <br />and Village engineers make topographic maps <br />to clearly define the wetlands. <br />After the chapter on lakeshore commercial <br />was read, Ray Kempf commented that all <br />marinas would be wiped out if they wished to <br />meet these qualifications. Searles stated <br />that the Plan intended merely to limit and <br />regulate future growth and it was recognized <br />some consideration would have to be given <br />existing facilities. <br />
