CITY OF ORONO <br />Regular i4eeting of the Planning Commission, February <br />12, 1974. <br />The Planning Commission met on the above date with the <br />following members present: Acting Chairman Van Nest, <br />Curtis, Kullberg, Guthrie, Elliott. Absent: <br />Kallestad, Pesek, and Gasch. <br />Guthrie moved, Curtis seconded, that the Minutes of <br />the Regular Meeting of January 21, 1974, be approved. <br />Motion Ayes (6) - Nays (0). <br />?11r. Dick Curtin, the attorney representing the pet- <br />itioners, expressed his concern that the people that <br />appeared at the Public Hearing for the restaurant did <br />not truly represent the feelings of all of the people <br />in the community. To emphasize this point, Mr. Curtin <br />called on Mr. Straley (property owner) to present sev- <br />eral petitions from the neighboring B-2 (Lakeshore <br />Commercial) property owners, Orono business people, <br />and the general public, all supporting the idea of the <br />restaurant. In addition, Mr. Straley submitted a pet- <br />ition of those favoring the issuance of a liquor lic- <br />ense to the proposed restaurant. <br />Several people in the audience rose to speak in favor <br />of the restaurant project. <br />Chairman Van Nest read a letter from Mr. Pillsbury, <br />Chairman of the LMCD. Mr. Pillsbury's letter was in <br />response to Orono's concern about the amount of boat <br />traffic on the south shore of'Maxwe�ll Bay and the pos- <br />sibility of rezoning some of the B-2 property to a <br />residential land use to reduce the boat traffic. Mr. <br />Pillsbury's letter did conclude that a moderate density <br />zone would probably contribute less to boating density <br />than marina expansion. <br />sir. Gratwell, attorney for Mr. Straley, asked the Plan - <br />ning Commission to consider the repercussions of re- <br />zoning the lakeshore commercial property to some res- <br />idential land use. If Orono decides to rezone the <br />property to residential, Mr. Straley would lose a maj- <br />or portion of his financial investment. <br />K01 berg moved, Elliott seconded that the Planning <br />Commission consider the restaurant application at the <br />rezoning Public Hearing in March. The-motion was with - <br />drao -:n. <br />Kullberg moved, Elliott seconded that the variance and <br />conditional use permit for a restaurant be approved, <br />and in addition, the Council should modify the present <br />liquor license ordinance to allow the issuance of a <br />liquor license for this application in this B -2 zone. <br />Liquor licenses should not, however, be issued in all <br />B -2 zones. 111otion, Ayes (3),- Nays (3).
