March 1, 2004 RECEIV p <br /> Gregg Gappa RAR 22004 <br /> CITY OF City Administrator ORON C <br /> Orono City Offices <br /> PO Box 66 <br /> Crystal Bay, MN 55323 <br /> Dear Gregg: <br /> I thought I would just write a summary letter because it has been so long since we began the <br /> easement agreement, which I believe you now have the three notarized and signed copies. <br /> As you recall when Tonkawood Shores was initially plotted there was a provision for a turn- <br /> around for emergency vehicles etc. This initially consisted of a hammer-handle type of <br /> situation with a T at the end of the road or at a minimum opposing driveways. With the <br /> addition of Tonkawood Shores Two, this was omitted from the plan and no means for turn <br /> around available. Essentially, this left my end lot, at the end of the road, with no tum around <br /> facility for myself nor for any fire, emergency vehicles etc. Because of necessity I placed a <br /> tum around, which actually became a circular drive on my property. This was brought to the <br /> attention of the city as it exceeded the hardcover. In that regard, as we worked out the <br /> details last summer with Jean Mavis, an agreement was made to provide easement to the <br /> city for maintenance, emergency vehicle use etc. across my property, allowing <br /> recalculation of the hardcover making this conforming to the city regulations. As we <br /> discussed, this is a benefit to myself and the city. The city now has a turn around for <br /> emergency, police, fire etc. as well as maintenance. In addition to this, it is also very efficient <br /> use of hardcover for the entire addition. As we discussed, the city requires use of this turn <br /> around but there would be no need for any member of the private road as they have a <br /> driveway, which comes at a right angle to the road. <br /> As we discussed on February 25, 2004, 1 think this essentially covers all the facets of our <br /> discussion of both parties.
