In addition to the operational goals of the Camp TEKO Master Plan, <br /> the design team also proposed elements with goals for entire the site <br /> in mind.Similar to the City of Orono 2040 Comprehensive Plan, these <br /> design philosophies include maintaining the natural character of the <br /> site, minimizing impacts such as hardcover, grading, tree removal, and <br /> the control of storm water runoff to Lake Minnetonka. <br /> 2. The plight of the landowner is due to circumstances unique to his property not <br /> created by the landowner.: <br /> The steep slopes across this property, as well as its location within the <br /> shoreland district of Lake Minnetonka, create difficulty in that only small <br /> portions of land are developable.The southern property line is composed of <br /> approximately 1500 lineal feet of Lake Minnetonka's shore.Therefore <br /> approximately 12%of the property falls within the lakeshore setback. <br /> Additional structure setback the property's developable area, but the natural <br /> character of the site will be designed to support the minor developments <br /> needed in these areas. <br /> 3. The variance, if granted, will not alter the essential character of the locality.: <br /> As the camp has existed and operated as a day camp in Long Lake's <br /> community for over 50 years, Camp TEKO can be described as a <br /> longstanding piece of the character of Long Lake.The proposed master plan <br /> elements are intended to improve on that character. In addition, most of the <br /> proposed development is screened by existing vegetation from the lake and <br /> surrounding areas. <br /> 4. Economic considerations alone do not constitute practical difficulties if <br /> reasonable use for the property exists under the terms of the Zoning Chapter.: <br /> N/A <br /> 5. Practical difficulties include, but are not limited to, inadequate access to <br /> direct sunlight for solar energy systems. Variances shall be granted for earth <br /> sheltered construction as defined in Minnesota Statutes, Section 116J.06, <br /> Subd. 2, when in harmony with this Chapter.: <br /> N/A <br /> 6. The Board of Appeals and Adjustments or the Council may not permit as a <br /> variance any use that is not allowed under this Chapter for property in the <br /> zone where the affected person's land is located.: <br /> Use as a camp is permitted as a conditional use. <br /> Page 8 of 10 <br />
