The applicants have evaluated their parking needs <br /> and have stated that as the camp exists today all parking needs are met with the existing gravel <br /> lot. The existing gravel parking lot is much smaller than compared to the new proposed parking <br /> areas. The proposed plan shows 60 total stalls which the applicant believes will be more than <br /> adequate to accommodate the daily camp operations. <br /> There is no specific parking requirement for non-profit or religious camps. Parking requirements <br /> were evaluated under 2 different guidelines: <br /> (5) Churches, auditoriums, undertaking establishments, at least one for each four <br /> seats based on the design capacity of the main assembly hall. <br /> There is a max capacity of 240 in the main assembly hall. This would require 60 <br /> parking stalls. <br /> (7) Community center, post office, YMCA, YWCA, physical cultural studio, pool halls, <br /> libraries, private clubs, lodges, museums, ten, plus one for each 300 square feet of <br /> floor area in excess of 2,000 square feet of floor space in the principal structure. <br /> The main assembly hall is 9,440 sq.ft. Following the equation we would <br /> subtract the first 2000sq.ft and then divide 7,440 by 300 equaling the need <br /> for 25 spaces plus the base 10 space. This would require the faciliity to have <br /> 35 total spaces. This is met. <br /> 7440/300=24.8 +10=35 <br /> The proposed Master Plan is proposing 48 stalls in the main parking lot and 12 additional stalls <br /> in a staffing parking lot. The Planning Commission should discuss whether the parking analysis is <br /> appropriate for the use. <br /> Applicable Regulations: <br /> Conditional Use Permit(78-328)Within any LR-1B one-family residential district, no structure or <br /> land shall be used for the following uses except by conditional use permit: <br /> (1)Golf courses, country clubs, tennis clubs, non-profit camps, and religious camps, provided <br /> that: <br /> a. All principal buildings are located at least 100 feet from any adjacent property zoned <br /> for residential use; and <br /> b. All accessory buildings and structures more than six feet in height are located at least <br /> 50 feet from any adjacent property zoned for residential use. <br /> Variance (78-1680): No hardcover is permitted within the 75' lakeshore setback. The applicant <br /> is proposing a new storage shed and a new changing room building where no hardcover is <br /> permitted. <br /> Variance(78-1279 (1)): Buildings in the 75' lake yard setback. No buildings or structures are <br /> permitted within the 75' lakeshore setback. The applicant is proposing a new storage shed (U) <br /> within this setback. City Code does permit water oriented improvements near the lake shore: <br /> 78-1281 (1): One lockbox no greater than 20 square feet in area and no higher than 48 <br /> inches in height; <br />
