Purpose. The purpose of this action item is to adopt a resolution approving pay plan adjustments for <br />non-union city employees for 2018. <br />2. Background. The City adopts an updated non-union pay scale annually. With the formation of two <br />new unions, this action will set the 2018 wage and benefits for the following positions: Office Manager <br />(PD), Deputy Chief, City Clerk, Community Development Director, Public Works Director, Finance <br />Director, Police Chief, and the City Administrator. This action will also set the 2018 wage for the <br />Building Official. However this position's membership in the Administrative union is still being <br />determined. If the position is included in the bargaining group, the wage and benefits will be set by the <br />union contract which is still being negotiated. <br />a. Compensation. The 2018 budget has includes a 2.5% COLA increase to the City's pay scale. A <br />copy of the updated pay scale is included with this memo. <br />b. Insurance. For 2018 the City's insurance contribution for employees selecting family (employee <br />plus) coverage is budgeted for $1,330 which is an increase of $75 over 2017. The contribution <br />for employees selecting single coverage remains frozen at the 2011 amount of $915. The waiver <br />amount decreases to $300.50. <br />c. Mileage. The attached resolution also confirms that the City will continue to reimburse <br />employees at the IRS allowed mileage rate in 2018. The 2017 IRS standard rate is currently set at <br />53.5 cents per mile. The 2018 rate has not yet been released. <br />d. Safety Shoe Allowance. This reimbursement will be increased by $25 to $200 annually. <br />3. Cost. The total cost of a 2.5% COLA is $23,775. This cost is shared between the General Fund <br />($21,074) and the Enterprise Funds ($2,701.00) The increased insurance contribution adds a total of $5,912 <br />which is also split with $4,500 going to the General Fund and $1,412 going to the Enterprise Funds. Only <br />one employee is covered by the shoe allowance, so this cost is only $25. <br />4. Funding. The funding for these expenditures are included in the 2018 budget. <br />5. Staff Recommendation. Staff recommends approval of a resolution approving pay plan adjustments <br />for non-union city employees for 2018. <br />COUNCIL ACTION REQUESTED <br />Motion to adopt a resolution approving pay plan adjustments for non-union city employees for 2018. <br />Exhibits <br />Exhibit A.
