4. Planning Elements: To include discussion on such elements as land use, transportation, community <br />facilities, utilities, natural resources, parks and open space, urban design policies, urban design, <br />image and opportunities, housing, and redevelopment, etc. <br />Our team has the expertise and experience to provide candid discussions on all elements of <br />design. Good design creates a strong sense of place by leveraging unique site amenities and <br />weaving local charm into the fabric of the overall project strategy. Navarre is filled with historic <br />significance and unique character. Our approach will ensure that the plan maintains and <br />emphasize Navarre's unique sense of place by identifying development opportunities, taking <br />back the streets, creating open space, balancing pedestrian and motorist needs, emphasizing <br />sustainable site design and providing connectivity to trails and shops. <br />We understand that streets and open spaces play a vital role in defining the character of the <br />study areas. Streetscape elements should complement the historic downtown character and <br />include a flexible palette of materials to be used within the study area. In addition to thoughtful <br />design the use of pavements, site furnishings, landscaping and public art should be integrated <br />into public spaces and used effectively to tell the compelling story of the area's history, people <br />and Lake Minnetonka. <br />5. Short and Long -Term Goals: Discuss and illustrate the potential short and long-term impacts of the <br />plan on the community. <br />• Our team will develop the plan that shows the long-term vision that answers the projects two <br />main questions and the steps to get there: What does the public want to see; and what is a <br />good fit for the area? <br />The plan, as created through the participatory process, will tell the story of Navarre. Like most <br />things in life, creating a plan is the easy part. The hard part is sticking to it. This is done by <br />creating achievable steps. Our approach will be to identify the small things that need to be <br />done to achieve the final plan. This will include determining first steps, which may be as simple <br />as creating a downtown business brochure, adding planters or a bench or colored pavings that <br />identify safe routes across streets. These initial steps will lead to next steps and then to larger <br />steps. These steps will be determined by the needs of the area and the financial ability of the <br />City. <br />6. Implementation/Action Steps: Develop a list of strategies and implementation measures to <br />accomplish momentum building goals and objectives of the plan. <br />• Our team approach is to bring the proposed plan and elements to a level where action steps <br />are well defined as to what is needed and when they are needed. A list of implementation <br />measures will be created as determined by the short and long-term goals. They will then be <br />prioritized to meet the community needs and budget.
