PERFORMANCE <br />DRIVEN DESIGN. <br />Project Approach <br />First Stage: Convene <br />Task One Identify what exists in Navarre <br />Planning for Navarre cannot exist apart from the conditions that exist there. An <br />understanding of what's happening in the area—even at a cursory level early in <br />the planning process—can direct subsequent investigations toward more fruitful <br />conclusions. LHB will perform an overview of critical conditions such as vehicle and <br />pedestrian movement, land use and development potential, parking, architectural <br />and streetscape character, and signage. It may also include use and activity patterns, <br />historic elements, and other factors that might influence the evolution of the Navarre <br />Area. <br />Consultant Responsibility: <br />provide a data request list; organize and review materials <br />City Responsibility: <br />provide all relevant base mapping (primarily in ArcGIS <br />formats, although other formats are acceptable); provide <br />record drawings for streets and utilities; provide related <br />planning documents such as the transportation plan <br />Timeline: <br />this work should occur immediately upon <br />commencement of the project <br />Deliverables: <br />summary document; project base map(s); graphic <br />analysis <br />Task Two Organize the downtown planning effort <br />LHB suggests forming a Task Force to guide the work of creating directions for <br />enhancing Navarre. This group would act as a sounding board for ideas and would <br />help interpret the information gained through interactions with other stakeholders. <br />To initiate the planning process, LHB would meet with the Task Force to review the <br />planning schedule, to discuss methods of engaging the community, and to refine this <br />work program to make certain that critical issues are addressed. This meeting should <br />also include a tour of Navarre to develop a shared understanding of current conditions. <br />Consultant Responsibility: facilitate the first meeting of the Task Force <br />City Responsibility: organize a Task Force; provide notice and space for Task <br />Force meeting; conduct tour of area for consultant and <br />Task Force; <br />Timeline: four to six weeks prior to a downtown on-site design <br />workshop, optimally with a Task Force meeting and <br />Town Meeting One occurring on the same day <br />Deliverables: schedule for visioning process; summary of Task Force <br />meeting; <br />City of Orono -Land Use Planning Services for the Navarre Area Plan 11 <br />
