New investment is occurring in the <br />neighborhood. <br />The water tower is a distinctive <br />landmark. <br />I, PERFORMANCE <br />DRIVEN DESIGN. <br />Project Approach <br />WORK PROGRAM <br />LHB understands the Navarre planning process will occur in several stages, beginning <br />with a real effort to shape the community's vision, building on the previous planning <br />work done for the area. Subsequent steps should also be framed at this step, so that the <br />initial work is set into the context of a comprehensive look at the community's future. <br />The visioning process will be directed toward the first two stages of an overall process <br />(Convene and Imagine). The final stage of the process (Act) will focus on refinements <br />to the vision, and adding detail needed to create a complete and implementable <br />plan. It is our belief that the first stages are most critical in crafting a responsive <br />and compelling plan, and that direction for future stages are found in these initial <br />explorations. We envision the following stages of a downtown planning process: <br />Convene: The essential first step is to gather relevant base information and lay out <br />a well -conceived planning process. This step would include the formation of a Task <br />Force, the composition of which might evolve as the process unfolds in subsequent <br />stages. <br />Imagine: One of the critical stages of any planning effort requires people to work <br />together in a process of exploration and discovery. To begin, focus should be directed <br />toward exploring possibilities, and most important, toward crafting a vision that <br />compels the community to move forward. <br />Act: Once a vision has been agreed upon, and a series of explorations has resulted in <br />a preferred direction, patterns can be refined, guidelines can be established, and detail <br />can be added. What the Navarre Area will really look like in the future, and how it <br />will function, are determined at this stage of the planning process. It's critical that the <br />planning process define a course of action, a way of moving forward with initiatives <br />that support the vision that was shaped by the community. <br />City of Orono - Land Use Planning Services for the Navarre Area Plan 10 <br />
