Orono City Council Work Session <br />Monday, July 24, 2017 <br />Council Chambers 5:00 p.m. <br />PRESENT: Mayor Dennis Walsh, Council Members Wendy Dankey and Victoria Seals. <br />Representing Staff were Interim City Administrator Doug Reeder, Public Works Director/City <br />Engineer Adam Edwards, and City Clerk Anna Carlson. <br />Guests: Hennepin County Transportation Planning Engineer Kristy Morter, P.E.; Residents Jane <br />Davidson and Francis Kulacki; Long Lake Fire Department Assistant Fire Chief, John Hall. <br />1. CSAH 112 Phase 2 Design Review <br />Public Works Director/City Engineer, Adam Edwards re -introduced the CSAH 112 <br />Phase 2 Design project. Edwards is looking for authorization to sign the completed <br />plans for the project. <br />Hennepin County Transportation Planning Engineer, Kristy Morter stated that she <br />was here to answer any questions regarding the project. Morter noted that she had <br />met a few times with residents and had discussed and addressed comments <br />regarding the project. Morter is hoping to have the plans finalized within the next <br />couple weeks. Morter is looking for further direction of which driveway options <br />were preferred by the residents at this point in the process. <br />Mayor Dennis Walsh noted that the preferable option would be Option 4 which <br />would have bump outs for room to turn around if needed and in addition, Long <br />Lake would take care of plowing and maintenance of that portion of road. Walsh <br />mentioned that from what he has gathered the option discussed was the preferred <br />option from the residents. <br />Orono resident, Jane Davidson noted the homeowners involved, have been invited <br />to the meetings and that homeowners of 1010; 1020; 1030 have been involved in <br />these meetings. Davidson said the homeowner's concern was that any legal <br />connection between the shared driveways could create expensive ligation in the <br />future if issues arise because of indifferences; so they would prefer to keep the <br />driveways separate. Davidson asked for Orono to consider putting up signs <br />showing no outlet and to make it no parking. Davidson also mentioned that she was <br />concerned about the proximity of turn into their driveway from intersection and <br />would prefer some space before intersection. <br />There was further discussion regarding the landscaping and overall landscaping <br />budget for the project. Walsh asked that the residents are able to give input on the <br />landscaping. Walsh would like an increase in the landscaping budget and the <br />
