Orchard Hill of Orono - Project Narrative 05/27/2017 <br />The City's Floodplain Management regulations have also been considered in the subdivision layout. The <br />plan recognizes and avoids any development in the Flood Hazard areas as depicted on the official <br />Federal Emergency Management Agency (FEMA) maps for the City. <br />RPUD Development Standards <br />The RPUD district standards are designed to promote high quality carefully planned residential <br />developments in environmentally sensitive areas. The district allows for a variety of uses including <br />single-family detached residential development. The standards include a minimum lot area requirement <br />of five acres of net developable land (gross area - less wetlands, floodways and right of ways). The <br />subject property includes 39 acres of total land area with 17.9 acres of net developable (dry -buildable) <br />land area. The district's density allowance is established by reference to the designation in the City's <br />comprehensive plan. For this proposal, the requested classification of "Low Density Residential," would <br />allow for 0.5 to 2.0 units per acre. The proposal's density is roughly one unit per net developable acre, <br />which (in accordance with Met Council standards) may exclude arterial right of way, floodplain, <br />wetlands, wetland buffers, wetland buffer setbacks, and other conservation dedications. The proposal <br />also includes a conservation easement area along the northerly edge of the site abutting Long Lake <br />Creek consistent with the City's environmental objectives. As depicted on the attached Conservation <br />Master Plan Dedication diagram, the total reductions from easement requirements and conservation <br />dedications reduce the net developable area of the property, as defined by the Met Council, to <br />approximately 14.5 acres. <br />The minimum development standards specified for an RPUD development are as follows: <br />RPUD Minimum Standards <br />Lot Size <br />15,000 s.f. (0.35ac) <br />Lot Width <br />90 ft. <br />Lot Depth <br />125 ft. <br />Front S.B. <br />25 ft. <br />Side S.B. <br />15 ft. <br />Rear S.B. <br />40 ft. <br />The proposed lots and building pads within the project proposal meet or exceed all the above noted <br />minimum requirements. Individual lot areas will vary from 0.75 to over 1.5 acres. In keeping with the <br />upscale nature of the project, the front and side yards have been designed with generous 40 and 30 foot <br />setbacks respectively. Rear yards would vary in depth with most well in excess of 100 feet in addition to <br />abutting wetlands. <br />Recreational Set Aside. The RPUD requires that ten percent of the gross site area be designated as <br />private recreational land; dedicated for use by the residents of the project. This provision is in addition <br />to the City's general park dedication requirements. The set aside area may be intended for either active <br />
