9. STATE EXCISE AND PERMITS ' In submitting the bid, the bidder is understood to have included in the bid price the State taxes on all sales of building materials, supplies, and equipment to contractors, subcontractors or builders for the erection of buildings or the alteration, repair or ' improvement of real property. The bidder shall also have included all permit fees necessary to do business in the cities where the work is to be performed. Temple Israel will not be responsible for either of the above. 10. EXECUTION OF CONTRACT Owners Right to Reject Bids: The owner reserves the right to accept any Bid, and to reject any or all Bids. ' Qualifications of Bidders: Each bidder shall be prepared, if so requested by the Owner, to present evidence of his experience, qualifications and financial ability to ' carry out the terms of the Contract. 11. COMPLIANCE WITH LAWS All products must comply in quality and type of material and method of manufacturer ' with all applicable local and or state law pertaining hereto. ' 12. CERTIFICATE OF COMPLIANCE (MINNESOTA HUMAN RIGHTS ACT CHAPTER 363 MINNESOTA STATUTES.) A bidder having more than 20 full time employees in Minnesota at any time during the previous 12 months and bidding on a contract exceeding $50,000, must show prior to award that he is a holder of a Certificate of Compliance Issued by 1 Commissioner of Human Rights. All bidders must complete this portion of the proposal on bids in excess of$50,000. Failure, to do so will be considered grounds for rejection of such incomplete bids. 13.
