AGENDA ITEM <br />Item No.: 12 <br />Date: July 10, 2017 <br />Item Description: Resolution to Hennepin County requesting reconfiguration of the <br />County Road 6 / Old Crystal Bay Road intersection <br />Presenter: Adam T. Edwards Agenda Public Works Director/ <br />Public Works Director/City Engineer Section: City Engineer's Report <br />1. Purpose. The purpose of this action item is to approve a resolution requesting that Hennepin County <br />reconfigure the County Road 6 —Old Crystal Bay Road intersection to only allow Right in and Right out <br />for a trial period of the 2017/18 school year. <br />2. Background. The City of Orono and the Orono School District have received numerous complaints <br />and concerns about the safety of the intersection during school drop off and pick up periods. Congestion <br />at the school entrances along Old Crystal Bay Road creates backups at the County Road 6 and Old Crystal <br />Bay intersection which in turn limits visibility for those motorists make left turns onto or off Old Crystal <br />Bay Road. Over the past couple month's staff has met with the county, Three Rivers Park District and <br />Orono Schools to discuss the problem and develop solutions. One of the short term solutions discussed <br />was limiting turns at the intersection to right turn only. The idea would be to install temporary measures <br />to trial the idea and determine its effectiveness and acceptability to the public. <br />3. Resolution Summary. The attached resolution requests that Hennepin County reconfigure the <br />intersection with temporary markings, barriers and signage prior to the start of the 2017/18 school year. <br />The lessons learned from the trial could then be incorporated into any design for the permanent <br />reconstruction reconfiguration of Old Crystal Bay Road and the intersection with County Road 6. <br />4. Staff Recommendation.
