1/4/2017 Dear Honorable Mayor Walsh and Members of the City Council, I am contacting you with a Letter of Request as I own the property at 3407 Crystal Bay Rd (PID 1711723430116) which is adjacent to lakeshore owned by the City of Orono on Crystal Bay Rd (PID 1711723430115).1 currently have the home listed for sale, but have come into a road block with prospective buyers requesting further clarification as to what, if any lake rights, the property affords. I am and will remain a resident of Orono as 1 also own the property directly to the east of 3407 Crystal Bay Rd. The purpose of this request would be to gain dock rights through an application process with the city of Orono at the city owned lakeshore (PID 1711723430115). Included below is an idea of how dock rights could be achieved which would benefit both the homeowner and the city... • The homeowner must apply and supply boat information (keeping that information updated if there's a change) • The homeowner pays a yearly fee for the right to have a dock which would be added income to the city. • The homeowner being given dock rights would increase the market value of the home which in turn would increase the taxes paid to the city which would be added income to the city. 4 The homeowner would be responsible for supplying the dock, as well as the maintenance of it, spring installation and winter removal. • The homeowner would be responsible for maintaining the land abutting the lakeshore and the lakeshore itself. • It would be understood by the homeowner that those homeowners in Navarre that currently have the right to use & enjoyment (swimming) at this location will maintain that right. • Pertinent ordinances like those stated in the Mound dock program could be included as well. (ie applicant may not have any past due property taxes or delinquent city fees) Please let me know if there are any questions you may have.
