Though challenged by the phrase "no exterior noise", Staff believes the proposed use is appropriate in <br /> the Industrial zoning district. Exterior noise is prevalent in the use of all property. On site car/truck <br /> engines, exhaust fans, speakers, etc., all generate noise. Staff understands the criteria to mean "no <br /> manufacturing activity outdoors that produce noise observable beyond the property". On site handling <br /> of by-products will be resolved as part of the site plan approval. Site plan approval for a new building <br /> requires a public hearing and review by the Planning Commission and City Council. <br /> The use of an 11-foot diameter saw will generate noise. In late December,staff visited a similar business <br /> in St. Cloud to measure noise levels. Rex Granite in St. Cloud allowed us to tour their facility and <br /> measure sound levels from inside and outside of the building. Their saw is within a large,tilt-up <br /> concrete panel building, similar to what is expected to be proposed by Mr. Barkley. The attached Exhibit <br /> A summarizes the findings observed. Also included is a comparison of decibel levels in other <br /> environments. <br /> Planning Staff Recommendation <br /> Staff believes the use is consistent with the purpose and intent of the industrial zoning district. Staff <br /> anticipates conditions as part of the site plan approval to include screening of exterior storage and a <br /> requirement for exterior doors to be closed when stone cutting activities are occurring except when <br /> loading and unloading. <br /> Action Requested: <br /> Confirm, by motion, staffs interpretation of the use. <br /> List of Exhibits: <br /> Exhibit A.
