AGENDAITEM <br />Item No.: 13 Date: June 12, 2017 <br />Item Description: Purchase of Tax Forfeited Parcels for Permanent Conservation <br />Presenter: Jeremy Barnhart, Community Agenda Consent Agenda <br />Development Director Section: <br />1. Purpose. The purpose of this action item is to gain approval to purchase four undeveloped parcels for <br />the purpose of permanent conservation. <br />2. Background. In 1998, the City Council passed a resolution to acquire 4 tax forfeited parcels for <br />conservation purposes. The intent then was for the city to acquire the property, negating the possibility <br />the lots would be developed. These lots are heavily encumbered by wetbacks, slopes, and poor soils. The <br />transfer to city ownership never occurred. The Council is asked to adopt a new resolution and authorize <br />the conveyance fees, payable to the Department of Revenue. While there may be <br />some value for the northern lots (0036 and 0029) to be combined with parcels to the north, alone the lots <br />are unbuildable. <br />If the city does not acquire the parcels and allow them reclassify them as Conservation, private <br />individuals may acquire and attempt to build; losing the ability to preserve this area for water quality <br />protection. <br />3. Cost. A conveyance fee of $250.00 per lot applies, totaling $1,000.00. <br />4. Funding. The acquisition maybe funded through the Stormwater Fund. <br />5. Staff Recommendation. Staff recommends adoption of the attached resolution, and authorization of <br />$ 1,000 expenditure. <br />COUNCIL ACTION REQUESTED <br />Motion to approve resolution and authorization of payment of conveyance fees of $1,000 ($250 x 4 lots) <br />Exhibits <br />A.
