The <br />proposed temporary use is anticipated to be adequately served by existing <br />services andfacilities. <br />(4) Provided with an adequate water supply and sewage disposal system. The <br />needs for water supply and sewage disposalfor the proposed temporary use <br />are not established, and will have to be providedfor by the operators of the <br />site, as municipal sewer and water are not currently available. <br />(5) Not expected to generate excessive demand for public services at public <br />cost. No excessivepublic services orpublic costs are anticipated based on the <br />proposed temporary use. Any costs ofmonitoring the sitefor compliance will <br />be charged back to the applicant <br />(6) Compatible with the surrounding area as the area is used both presently and <br />as it is plannedto be used inthe future. The proposed temporary use at this <br />site if operated under controlled conditions has potential to be compatible <br />with the surrounding area. The site is open and relatively flat, it has good <br />accessibility to Wayzata Boulevard; it is large enough for the intended <br />activities; and it is relatively remote from nearby residential development <br />(700'to home to the NE across Wayzata Blvd., 1000'+from any homes to the <br />SW across the freeway, so that the potential negative impacts such as noise, <br />vibration, glare, dust, etc. are anticipated to be minimal as compared to most <br />other locations within the Wayzata Boulevard corridor. The proposed <br />location of the temporary use does not conflict with the future single-family <br />residential use of the property. <br />(7) Consistent with the character of the surrounding area, unless a change of <br />character is called for in the community management plan. The proposed <br />temporary use is bordered on the south, west and north by arterial roadways. <br />The property to the east contains an apple orchard farming operation, <br />separated from applicant's temporary use by a large wettand. While the <br />temporary use is not consistent with the character of the surrounding area, <br />its temporary nature is not anticipated to have any long-term effects on the <br />character of the area once the temporary use ceases. <br />(8) Compatible with the character of buildings and site improvements in the <br />surrounding area, unless a change of character is called for in the community <br />management plan. The temporary use will not havepermanent structures. The <br />potential permanent change which might impact the character of the <br />neighborhood would be construction of a berm along the southwesterly <br />portion of the site, which would act as a visual barrier to views into the site <br />from US Hwy 12, while providing a sound barrier as a benefit for future <br />residential development of the site. <br />Page 4 of 9 <br />
