CITY OF ORONO <br />RESOLUTION OF THE CITY COUNCIL <br />NO. <br />3. The Property is zoned RR -IB One -family Rural Residential District requiring a <br />minimum lot area of 2.00 acres and a minimum lot width of 200 feet. The Property <br />is approximately 26 acres in area of which approximately 13 acres is wetland and <br />approximately 10 acres is a closed landfill. <br />4. The Property and an adjacent parcel are the subject of City of Orono Resolution <br />No. 6655 which grants preliminary plat approval for a 27 -lot single family <br />residential development within the adjacent parcel and within a portion of the <br />Property. <br />5. The Owner has indicated that residential development of the Property is now <br />intended to be delayed for various reasons, and has applied for an extension of the <br />effective period of preliminary plat approval per the provisions of Orono <br />Subdivision Code Section 82-117. <br />6. The portions of the Property to be used for the temporary facility for construction <br />staging, materials and equipment storage, and materials recycling use are not within <br />the area intended for future residential development, with the exception of the <br />access road which will be developed for the temporary use and used in the future <br />for the residential development. The Owner has obtained the required Temporary <br />Construction Access Permit from Hennepin County. <br />7. The portion of the site proposed for construction staging is primarily over the closed <br />landfill area of the property. The landfill has been closed for many years and is <br />relatively open and flat. Layers of clean fill over the landfill were added by the <br />former owner in order to establish a suitable cap for the landfill and assure <br />appropriate runoff characteristics. The Owner has had borings done in the landfill <br />area in order to determine the stability and extent of the landfill as well as what <br />materials might be encountered if a future phase of residential development is ever <br />proposed. This information was obtained as part of their 2016 residential <br />development proposal. <br />8. The Minnehaha Creek Watershed District has approved an Erosion Control Pen -nit <br />for the construction staging/materials storage/recycling activity. <br />9. The Long Lake Fire Chief has indicated no issues with use of the site for <br />construction staging. The Orono Public Work Director has indicated this location <br />is likely as good a location as a road contractor will find for construction staging <br />associated with the Wayzata Boulevard Improvement Project. <br />10. The site plan suggests that temporary lighting may be employed, and it is possible <br />that to minimize impact on traffic flow, some work on the highway improvements <br />may be at night. It would be appropriate to establish that any temporary lighting be <br />downcast and directed away from residential areas. <br />Page 2 of 9 <br />
