AGENDAITEM <br />Item No.: <br />Date: May 22, 2017 <br />Item Description: Surface Water Management Plan Proposal <br />Presenter: Adam T. Edwards Agenda Consent Agenda <br />Public Works Director/City Engineer Section: <br />1. Purpose. The purpose of this action item is to gain approval to proceed with the Surface <br />Water Management Plan (SWMP). <br />2. Background. The Surface Water Management Plan is a required part of the City's <br />Community Management Plan (CMP). The last SWMP was prepared in 2011. This Surface <br />Water Management Plan is intended to serve as a comprehensive planning document to guide the <br />City of Orono in conserving, protecting, and managing its surface water resources and comply <br />with the Metropolitan Surface Water Management Act, Minnesota Rules 8410, and the <br />requirements of the local watershed management organizations. This document provides an <br />inventory of water resource related information including the results of assessments conducted <br />by other governmental units, both local and state. From this inventory and assessment, Orono <br />sets forth its goals and policies and implementation program <br />3. Project Scope. The project scope includes facilitating communication with relevant agencies <br />and the public; Inventory of land and water resources within Orono; Stormwater Modeling, and <br />preparation of the report. <br />4. Cost. Bolton and Menk has prepared a Proposal to complete the report for a fee NTE $24,808. <br />(Exhibit A.) <br />5. Funding. This project will be funded through the Storm Water Enterprise Fund. The <br />estimated 2017 year-end balance for the Storm water fund is $1,453,394. <br />6. Staff Recommendation. I recommend that acceptance of Bolton Menk's Proposal. <br />COUNCIL ACTION REQUESTED <br />Motion to accept Bolton and Menk's proposal to complete the SWMP for a fee NTE $24,808. <br />Exhibits <br />A.
