MIN'UTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, April 17,2017 <br />6:30 o'clock p.m. <br />Fretham indicated soil borings have been done and they know that nonstandard footings will have to be <br />done. Fretham stated in today's world with recent technology it is not nearly as complicated as it used to <br />be. Fretharn stated they are not planning to drive pilings and can use a more economical method, such as <br />helical piers or screw pilings. <br />Lemke asked whether fill would need to be added. <br />Fretham stated they will need to have some fill and that they would like to raise the grade around the <br />homes one to two feet, with some areas as high as three feet. <br />Thiesse asked if the City has any restrictions on screw pilings. <br />Gaffron indicated they do not and that there was a project done six to eight years ago elsewhere in Orono <br />where they utilized screw pilings. <br />Thiesse asked if an eight -foot driveway is the widest it can go. <br />Gaffron stated it is, given its location, and that restrictions will have to be placed on it preventing a future <br />owner from widening it. Gaffron noted there is no way to access the property without a driveway <br />encroaching into the 0-75 setback. <br />Thiesse asked if he has spoken with any of the neighbors about the proposal. <br />Fretharn indicated he did speak with two of the neighbors and one of the neighbors had a lot of concerns <br />since it will no longer be a vacant space to run their dog and other things they have done in the past. At <br />the same time, Fretham noted the property has been platted as three lots and has been taxed for a long <br />period of time but the neighbors are aware that things could change. <br />Fretharn stated as it relates to the 8 -foot driveway, they could possibly do two four -foot sections with a <br />two foot spacing in between to provide a wider driveway. <br />Page 49 of 72 <br />
