The temporary use <br />proposed is likely to generate a variety of localized impacts in terms of noise, glare, <br />vibration, odors, fumes, dust, and general unsightliness. These impacts are anticipated <br />to be minimized and mitigated by the remote location of theproposed activity in relation <br />to inhabited neighboring residential properties. <br />(12) Not cause excessive non-residential traffic on residential streets, parking needs that <br />cause a demonstrable inconvenience to adjoining properties, traffic congestion, or unsafe <br />access. The only access to the temporary use will be from a single entrance to County <br />Road 112. Hennepin County has issued a permitfor that accessfor the temporary use. <br />There are no local streets which would be impacted by traffic from the temporary use, <br />and no local streets would experience parking impacts as a result of the use. Truck <br />tra associated with the temporary use is anticipated to be almost entirely on Wayzata <br />FUTI C <br />Boulevard which is a Hennepin County arterial road. <br />(13) Designed to take into account the natural, scenic, and historic features of the area and <br />to minimize environmental impact. Based on the location and on the existing natural, <br />scenic and historic features present, the temporary nature of the use suggests that no <br />permanent negative impacts are anticipated. Potential long-term environmental impacts <br />relative to theproposed use are anticipated to be minimal if any. Short term effects such <br />as noise, vibration, glare and odor are expected to be relatively minor and due to the <br />remote location should have minimal impact on neighboring uses. The materials storage <br />an d recycling operation will b e s ubject to MC WD an d APDESperm its to in an age ru n off. <br />The use ofstate-of-the-art materials grinding and crushing equipment to minimize dust, <br />noise etc. has been proposed by the applicant. The potential impacts of PAH emissions <br />to the air or water as suggested by a neighboring property owner are beyond the scope <br />of City regulations. Such impacts, if any, are expected to be under the purview of MPCA <br />regulatory authority. <br />(14) All exterior lighting shall be so directed so as not to cast glare toward or onto the <br />public right-of-way or neighboring residential uses or districts. This will be added to the <br />IUP as a condition of approval. <br />(15) Not detrimental to the public health, public safety, or general welfare. Potential <br />detrimental impacts to the public health, safety and welfare by the temporary use of the <br />property as proposed are not anticipated. <br />In the draft IUP ordinance text, three specific pieces of information are required to be submitted, <br />as follows: <br />(a) Written documentation that includes a complete description of the use, schedule for <br />commencement and termination of the use, hours and dates of operation and anticipated <br />employment. <br />(b) Any special studies requested by the City when there is evidence that the proposed use <br />may negatively impact public infrastructure, the environment or adjacent land uses.
